Voting Question: Out of state tuition?? Need major help please!!?

Ok..so I have been working in Dayton oh for 2 years now. I have been paying Ohio taxes and all that. I want to go to school here and the school has a petition to try and get instate residency tuition...but if I should get denied....what happens? Is there such a thing as DUAL RESIDENCY? for students? So they can be a temporary resident of that state they are schooling in and then normal residency of the other state??????????? Like my mom and dad live in NY that is where my permanent residency is. How do people go to school out of state? I understand you pay more... but once a student lives in that state for a while and get instate tuition from a school do they need to declare the new state their residency even though they are only there for school? What if you go back to the normal state for the summer? How does all this happen and how does this effect taxes??
